Meta House has been providing quality substance use disorder (SUD) treatment to women in the Milwaukee area since 1963. Over the past six decades, Meta House has distinguished itself as a leader in the field of SUD treatment, offering a comprehensive array of services for both women and children. Meta House was one of the first programs in the country to include children in the residential treatment setting and it continues to provide an unparalleled level of services to families across its continuum of care. Meta House’s programs include residential treatment, outpatient services, and recovery housing for women in early recovery. Comprehensive Child & Family services are offered across all programs.

Meta House’s residential treatment program currently includes 35 beds for women who need the structure of an intensive residential setting (ASAM Level 3.1 and 3.5), and can accommodate up to 15 children (≤12 years old) accompanying their mothers to treatment. Meta House’s Outpatient Program currently operates during regular business hours and offers a variety of group and individual services for clients including processing groups, individual counseling sessions and vocational/educational services. Meta House’s Recovery Housing Community is currently comprised of 10 shared 2 bedroom apartments for single women in early recovery and 15 apartments for women with children.

The ideal candidate will help lead a team of high-performing clinical professionals through an expansion plan by exercising strong leadership and people management skills.

Position Overview

The Chief Clinical Services Officer (CCSO) provides clinical oversight for all treatment programs at Meta House. This includes Residential, Outpatient and the Recovery Housing Community. The CCSO ensures that all clinical programming and activities are delivered in a manner consistent with the organization’s values, mission, vision and strategy. The VPSC demonstrates ownership, leadership, and strategic planning abilities, and is able to motivate and inspire high performing teams that exemplify the agency’s emphasis on strength-based, client-centered, gender-specific, and family-centered care. Meta House is deeply committed to providing excellent care and services to the women and children we serve. The CCSO has a responsibility to honor that commitment and make recommendations to further improve and develop our programs to best serve the complex and evolving needs of our clients.

Primary Responsibilities of CCSO

Clinical Oversight Duties (Approximately 50% of time and efforts)

  • In collaboration with other agency leaders, creates vision and executes on strategic goals related to clinical services for all programs
  • Understands Meta House’s strategic vision and finds ways to implement and execute the vision at the clinical treatment service level
  • Ensures that all program development plans and activities are executed in keeping with the organization’s values, mission, vision, and strategy
  • Implements new and innovative programs in compliance with policies and procedures and funding requirements
  • Attends external meetings and events to ensure that the Meta House clinical programming is in compliance with all necessary regulations, best practices, and is kept up to date on trends related to client treatment and care
  • Represents and presents Meta House philosophies and unique programming at meetings and conferences in the community
  • Develop and maintain close working relationships with community partners and other resources
  • Translates individual funding and program requirements into operations within the continuum of care utilizing best clinical practices
  • Builds and maintains policies and procedures related to day-to-day program operations and clinical services
  • Collaborates with clinical team to implement improvements in the integration of behavioral and physical health services as may be necessary to improve the quality and continuum of client care provided at Meta House
  • Ensures that all supervisors and direct service staff provide strength-based, trauma-informed, and culturally competent services and that internal policies reflect the same
  • Responsible for programmatic decisions guided by a client-centered approach
  • Oversees the consistency of quality, cutting edge, clinical services
  • Ensures the maintenance of accurate and timely client records reflective of the level of care and specific provided
  • Ensures that quality treatment services and evidence-based practices and guidelines inform programmatic decision
  • Provides clinical supervision, consultation, and guidance to clinical and direct service staff as needed
  • Ensures that all direct service staff are informed and kept up to date on trends related to client treatment and care
  • Assists with overseeing clinical internship program to ensure it is meeting the needs of agency and students

People Management Specific Duties (Approximately 20% of time and efforts)

  • Provides direct clinical supervision, training, and guidance to the clinical services program managers and other direct reports
  • Identifies strengths and weaknesses in direct reports and strives to develop each to their fullest potential through additional training, coaching, or other resources
  • Grounds direct reports in Meta House’s mission, philosophy of care, policies, procedures, position expectations, and performance goals
  • Assists direct reports in defining career goals and creates opportunities for ongoing professional development
  • Provides ongoing feedback and conducts formal performance evaluations in a timely manner
  • Assists with interviewing, selection, hiring, onboarding, training and separation activities related to direct report positions and provides support for same related to any other position within direct service team
  • Responsible for all performance management duties related to direct reports including performance interventions, improvement plans, warnings, terminations and any other documentation required by Human Resources for all direct reports and assists with same for any other direct service team members as needed
  • Manages program managers and other direct service supervisors as needed by providing them with strategies and guidelines for program performance while empowering them to manage their own programs and staff

Quality Improvement and Training (Approximately 20% of time and efforts)

  • Ensures clinical programs remain in compliance with all necessary regulations including HIPAA and 42 CFR Part 2, licenses, funding requirements, contractual obligations, and internal policies and procedures to manage risk
  • Keeps program staff and CEO informed on quality-of-care concerns through regular reporting and/or team discussions
  • Delivers or arranges trainings required for direct reports and direct service staff to perform their roles in full compliance of agency standards, best practices, contract requirements, and other regulations
  • Coordinates with Quality Assurance team to be responsive to audits, plans of correction, records requests, and other regulations or obligations
  • Monitors client outcome data, satisfaction survey responses, and implements change to be responsive to same

Programmatic/Clinical Operation Oversight (Approximately 10% of time and efforts)

  • Assists with establishing clinical program expense budgets, monitors adherence to same, and ensures full utilization of multiple funding streams available including public and private grants, contracts, insurance and Medicaid
  • Monitors clinical program budgeted revenue projections by overseeing direct service staffing levels (productivity) and census numbers while ensuring exceptional standards of clinical services

Qualifications and Requirements

  • LCSW or LPC and CSAC or equivalent scope of practice experience required
  • Must have provided SUD treatment services for at least five years; at least two years of which must be spent in a management or supervisorial capacity
  • At least 3 years of experience working in an environment with efficient and effective treatment and management of clients with co-occurring mental health and substance use disorders
  • Knowledge of and experience with providing trauma informed and strength-based services
  • Demonstrated leadership skills, with steadfast resolve and personal integrity
  • Understanding of advanced business planning and regulatory issues
  • Ability to diagnose problems quickly, foresee potential issues, make sound decisions, motivate and hold teams accountable
  • An enthusiasm and passion for people and serving the mission of Meta House
  • A strong employment and/or service history that reflects leadership, managing high-level operations, teams, and community engagement
  • Excellent communication and presentation skills
  • A team player, and strong problem-solving skills and emotional intelligence
  • Ability to attend evening and weekend meetings and events as required and be available and responsive to 24/hour clinical program needs

  • Requires travel between Meta House facilities and other locations
