This position works some nights and weekends.

Job Purpose: Under the supervision of the Manager, Clinical Education & Counseling the – Substance Abuse/Mental Health Therapist, as a part of the Counseling and Youth Services team, and is responsible for providing standardized outpatient counseling for clients with mild to moderate mental health conditions and/or substance abuse who are referred by the juvenile court system, schools, community organizations, parents and medical facilities.  The Counseling & Youth Services Therapist will work to address other social needs of clients and will utilize an integrated case management model to make referrals and assist clients and reaching established treatment goals and decreasing barriers.

Supervision Exercised:  The Outpatient Substance Abuse/Mental Health Therapist may provide clinical supervision to the Clinical Substance Abuse Counselor (CSAC), Substance Abuse Counselor (SAC), Substance Abuse Counselor In Training (SAC-IT), Family Advocates and Student Interns as assigned by the Manager of Clinical Education & Counseling.

Essential Duties: Direct Clinical Counseling Services to Clients:

  • Receives referrals from Juvenile court system, Family Advocates, Schools, and community organizations.
  • Take the lead in ensuring the outpatient meets all state regulations according to DHS 75.13 and 35.
  • Assess the mental and substance abuse status of referred clients; maintaining an outpatient client caseload of a minimum of 20 clients.
  • Provide counseling to scheduled clients utilizing professional counseling standards.
  • Formulates differential diagnosis of mild to moderate mental health conditions and/or substance abuse.
  • Formulates short-term and long-term counseling plans for clients admitted to outpatient/youth services programs.
  • Consults with Manager, Clinical Education & Counseling and other providers regarding complex client needs, issues, and concerns.
  • Identify clients with urgent mental health conditions (e.g. suicidal, homicidal, psychotic, etc.) and make appropriate referrals to available emergency or psychiatric treatment facilities.
  • Provide written document of counseling sessions, assessments, interventions, and recommendations to meet requirements for medical records documentation.
  • Provide non-scheduled urgent assessment of clients with outpatient clinic appointments.
  • Provides group and family therapy session as indicated.
  • Meet monthly with Psychological consultants for treatment planning sign-off and consultation
  • Meeting with CSAC, SAC and SAC-IT’s ensuring all client documentation is completed as required and signatures of supervision is documented weekly, bi-weekly or monthly.
  • Assist Manager, Clinical Education & Counseling in developing protocols for counseling services and criteria for outside referrals for advanced/emergency psychiatric care.
  • Prepare monthly productivity reports.
  • Prepares reports for quality improvement.
  • Provides in-service training on relevant topics for co-workers as requested.
  • Participate in a team management approach to client care/treatment; taking the lead in scheduling and assigning client cases to CSAC, SAC-IT and Student Interns as assign by the Manager, Clinical Education & Counseling.
  • Maintain an understanding of how behavioral health priorities are administered under State of Wisconsin DHS guidelines, consult with specialists and colleagues to review and participate in the care of clients receiving indirect/contract services.
  • Maintain quality care through participation in peer review, policy development and quality improvement programs. Monitoring staff caseload through case staffing, weekly clinical supervision, and direct face to face clinical consultation under the direction of the Manager, Clinical Education & Counseling.
  • Maintain appropriate documentation of clinical and counseling services, including all necessary treatment information.
  • Provide community education presentation as requested to schools, community organizations, agencies, and other professionals.
  • Participate in and attend community meeting, event, as assigned and provide reports of same.
  • Maintain and update professional knowledge and proficiency through continuing education, staff meetings, workshops and serving on special committees.
  • Work with the Counseling & Youth Services staff to maintain data collection and assuring it is appropriately imputed into CAP-60 and other MIS systems for funding purposes and analyzing client outcomes.
  • Other duties as assigned

Skills/qualifications:

  • Must possess or be eligible for a national provider number and must possess or be eligible to obtain certification as a Medicaid provider for one or both mental health or Substance Abuse services.
  • Interviewing skills including ability to assess, gather information and record program activities that address psych/social concerns of clients and their families.
  • Demonstrate effective communication skills and ability to work in a multicultural environment.
  • Ability to write reports, gather critical information, manage communication regarding client records both at times of crisis intervention and as a part of regular program activities, via phone, treaditional mail and email.
  • Knowledge of community resources, excellent problem solving, communication and interpersonal skills, as well as the ability to work both cooperatively with other staff in a team as well as progress on identified tasks independently.
  • Flexibility to work some evenings and week-end hours and experience in crisis management and response coordination where appropriate. Ability to work both autonomously where appropriate but also engage effectively with other staff and clinical treatment team as needed.
  • Must have a valid driver’s license and personal car insurance

Experience/Education/Training/Certifications:

  • Master’s degree in Social Work, Psychology, Sociology, Human Services, or Counseling from an accredited school and qualified to provide a preliminary diagnostic impression.
  • Must have a current State of Wisconsin Licensed Professional Counselor In-Training (LPC-It) or Licensed Advanced Practice Social Worker (APSW) credential in good standing.
  • Preferred
  • Licensed Professional Counselor (LPC) or Licensed Clinical Social Worker (LCSW)
  • Two (2) to Three (3) years of relevant professional work experience in a social/human service setting or Substance Abuse/Mental Health setting.
