Position Summary

The Advocate & Case Manager serves as the lead staff member for the Clare Community program at Franciscan Peacemakers. This position provides trauma-informed advocacy, case management, and holistic support to women survivors of sexual exploitation, trafficking, and addiction who are seeking safety, stability, and economic empowerment.

The Advocate & Case Manager ensures the day-to-day functioning of the Clare Community by fostering a safe, structured, and empowering environment rooted in dignity, accountability, and hope. In addition, this role supports outreach efforts to women in the community who may not yet be ready to enter programming, building trusting relationships and connecting them to essential resources.

This position reports to the Associate Director.

About Franciscan Peacemakers

Franciscan Peacemakers mission is to provide a pathway to healing for women who have been sexually exploited. We offer housing, employment, and a healing network of support while advocating for an end to human trafficking. The Clare Community program offers survivors housing, case management, and therapy at no cost for two years while they work in our Social Enterprise program. These two programs work together to provide women with skills, savings, and sobriety for the next steps in their journey. 

Primary ResponsibilitiesClare Community Leadership & Case Management

  • Serve as the primary staff presence and program lead for the Clare Community residence. Program serves between 2-4 women at a time.
  • Provide individualized, trauma-informed case management for residents, including:
    • Goal setting and service planning
    • Safety planning
    • Crisis intervention
    • Resource navigation
    • Court, probation, and systems coordination
  • Facilitate house meetings and individual check-ins.
  • Support residents in securing employment, education, identification documents, healthcare, and long-term housing.
  • Maintain appropriate boundaries while fostering a culture of dignity, accountability, and mutual respect.
  • Monitor compliance with house guidelines and address concerns using restorative and strengths-based approaches.
  • Collaborate with community partners including probation officers, treatment and healthcare providers.
  • Maintain accurate, timely case notes and program documentation in accordance with organizational and grant requirements.

Outreach Program Support

  • Participate in regular street and community outreach efforts to women impacted by exploitation and trafficking.
  • Build trusting relationships through consistent presence and compassionate engagement.
  • Distribute basic need items and harm-reduction supplies.
  • Provide resource referrals and warm hand-offs to housing, treatment, and other services.

Program Coordination & Administration

  • Assist with Clare Community intake assessments and program eligibility screenings.
  • Track participant outcomes and contribute to reporting requirements.
  • Participate in program development and continuous quality improvement efforts.
  • Support volunteer coordination within the Clare Community as needed.
  • Represent Franciscan Peacemakers in community coalitions and partner meetings when requested.

Qualifications

Required:

  • Associate’s degree in Social Work, Human Services, AODA, or related field (or equivalent lived/professional experience).
  • Minimum 2 years of experience in case management, advocacy, or direct service with vulnerable populations.
  • Strong understanding of trauma-informed care, harm reduction, and survivor-centered practices.
  • Ability to maintain professional boundaries while building authentic relationships.
  • Excellent organizational and documentation skills.
  • Valid driver’s license.

Preferred:

  • Experience working with survivors of trafficking or sexual exploitation.
  • Knowledge of the Milwaukee social service landscape.
  • Lived experience relevant to the population served (valued and welcomed).
  • Experience working with women involved in the criminal legal system.

Work Environment

  • Combination of residential program setting, community outreach, and office work.
