Specialty Care Free Clinic provides expert specialty medical care to lower income uninsured patients in twelve south-central Wisconsin counties. We are seeking candidates for the Executive Director position. The Executive Director is responsible for fundraising, financial management, community relations, strategic planning, clinic data management, marketing, and governance. Overall leadership of clinic staff and clinic functions are under the direction of the Executive Director, who works in a partnership with the SCFC Medical Director.

The ideal candidate would benefit from the following:

  • Prior knowledge and/or experience in fundraising and community engagement.
  • Thorough knowledge of administration, management and general understanding of the health care delivery system.
  • Ability to exercise sound leadership and judgement.
  • Public relations knowledge and expertise to maintain good public image of the clinic.

Bachelor’s degree in administration, management or related field required, Master’s degree preferred. Candidates must demonstrate the ability to work with diverse populations. Individuals who are bilingual/bi-cultural in English/Spanish are highly encouraged to apply.

EXECUTIVE DIRECTOR POSITION DESCRIPTION

Reports to:  Chair of the Board/Board of Directors

DYAD Partnership with: Medical Director

SUMMARY AND PURPOSE:

The Executive Director provides strategic, operational, and inspirational leadership that is consistent with the mission, vision, and values of the Specialty Care Free Clinic (SCFC). The Executive Director is accountable for directing efficient clinic operations and ensuring that requirements for quality, safety, patient service, legal compliance, financial stability, marketing, and fund development, are met or exceeded.

Essential Duties:

Marketing/Fundraising/Community Relations (40%)

  • Identify resource goals and fundraising plan; share with Marketing & Fund Development Committee
  • Implement the fundraising plan, including grant writing and reporting, donor outreach and maintenance, marketing, and direct fundraising activities
  • Secure funds to meet strategic goals
  • Establish relations with donors and other funding resources
  • Develop and implement annual Marketing plan to expand public awareness of SCFC, including initiatives in digital media, traditional media, and events
  • Maintain a high level of public awareness with the medical community and community at large; serve as principal leader and spokesperson for SCFC, including in media situations and organizational presentations
  • Maintain existing and develop new relationships with other health care organizations, especially those supporting the population served by SCFC
  • Work closely with local community collaborators, including non-profit service agencies, health systems, and public health departments to expand access to needed services
  • Actively participate as a member on the Marketing & Fund Development Committee

Finance/Strategy/Data (25%)

  • Lead and facilitate strategic planning; strategize short & long-term program goals including associated budget implications, and report status of goals to Board of Directors
  • Prepare and monitor budget, monitor monthly financial reports, and provide explanation for any variance
  • Assure adherence to all SCFC financial policies and procedures and that monthly revenue and expense inputs are delivered to accounting firm
  • In collaboration with Board Treasurer, monitor and complete financial transactions, present annual budget and quarterly financial reports to Finance Committee and Board, and complete all required Board and governmental financial and compliance reports
  • Identify and recommend cost effective approaches to strengthen the financial status of the organization; provide leadership in the implementation and monitoring
  • Recommend staff wages and benefits to Board for annual budget
  • Prepare administrative reports using demographic and other statistical data to lead planning decisions, present routine data reports to the Board of Directors
  • Actively participate as a member on the Finance Committee, act as liaison to staff

Clinic Operations (20%)

  • Adhere to the Clinic’s Policies and Procedures, HIPAA/WI State Statutes on privacy, OSHA, and state and federal regulations
  • Engage with Medical Director and Clinic Manager in the routine assessment of clinic functions and provide direction in the design and implementation of effective and efficient processes
  • Actively participate on the Operations & Quality Committee
  • Assist Medical Director in the identification, development, implementation, and evaluation of Quality Improvement initiatives, including patient satisfaction, volunteer engagement, and quality dashboard
  • Partner with the Medical Director and Clinical Manager in the development and implementation of policies and procedures affecting patient medical care
  • Provide direction, as needed, to the Clinic Manager in the management of staff and key volunteers to ensure delivery of high quality, safe, and personalized services
  • Participate as needed, in the recruitment, interview, selection, evaluation, and discipline of staff and key volunteers
  • Actively participate on the Personnel Committee
  • Accept ownership and respond effectively to patient, team or personal concerns and work towards positive resolution
  • Directly oversee Clinic Manager and Administrative Assistant
  • Other duties as assigned

Governance Responsibilities: (15%)

  • Function as liaison between the SCFC Board of Directors, clinic staff, and volunteers
  • Actively participate as a member of the Executive Committee, provide support to Board Chair in meeting agenda preparation for Executive Committee and Board
  • Identify relevant issues and make recommendations to the Board; communicate pertinent information with Board Chair
  • In collaboration with Administrative Assistant, prepare executive reports for Board and Executive Committee
  • Review all committee and board meeting minutes, as recorded by Administrative Assistant, before distribution
  • Assist with recruitment and onboarding of Board members

SKILLS REQUIRED

Leadership: Support the execution of the SCFC vision as performed through staff and volunteers, seek to remove barriers to success and to develop others to their full potential. Development of strong interpersonal relationships is required.

Communication Skills:  Communicate in both written and oral form in a manner that is clear, concise, culturally competent, and respectful, considering that the English language is not the primary language for many of our patients. Listen to ensure understanding.

Organization:  Maintain an orderly electronic workspace, files, and records in the SCFC SharePoint Cloud Files such that any team member can function efficiently in the shared environment.

Accuracy:  Verify data and patient information when received from other sources and upon entry into any permanent record.  Keep records current, consistent with written guidelines and regulations.

Problem Solving:  Take note of failures, errors and inefficiencies and work to determine the root cause such that the issue does not recur. Use fact-based analysis when recommending solutions.

Initiative:  Proactively take action, even when such action may be outside of your typical role.  Strive for excellence in all that you do.

Collaboration: In your daily work, consider your impact on others more than the impact on yourself.  Seek input from the team when making changes and gather input to improve results. 

Flexibility: Be willing to take on new duties, work flexible hours and accept change as is necessary to deliver excellence.

Digitally Proficient and Software Adept:  Demonstrate proficiency in systems and software necessary to perform responsibilities.

Financial Acumen: Possess budgeting, accounting, and financial management skills to lead the organization and ensure decisions are fiscally sound and responsible.                                                       

EDUCATION:

Bachelor’s degree in administration, management or related field required, master’s degree preferred. 

EXPERIENCE:

  • Knowledge of and experience in the healthcare industry or healthcare advocacy.
  • Sufficient, progressively responsible, relevant experience in leadership positions.
  • Experience in a free or charitable clinic sector preferred.
  • Experience with grant writing/fund-raising preferred.
  • Knowledge of and experience with financial systems, policy and procedural development, healthcare, public relations, and public speaking.
