FULL-TIME POSITION

JOB TITLE: Program Grants Specialist

PROGRAM/DEPARTMENT: Homeless Services

REPORTS TO: Executive Director

PAY STATUS: Salary

JOB SUMMARY:

This position manages and monitors all aspects of programming services provided by the Homeless Services Program. Program Grants Specialist is responsible for ensuring that services are being administered in accordance with contracts related to homeless services.

ESSENTIAL FUNCTIONS:

  • Administer all programming including, but not limited to, Coordinated Entry, Homeless Prevention, Housing Hotline, Interfaith Hospitality Network (IHN), Rapid Rehousing (RRH), Shelter Services and Supportive Housing for the homeless.
  • Prepare and deliver program grant invoicing, monitoring, reporting and writing accurately, on time and as assigned.
  • Assist with the development of grant applications, budgets, contract requirements, agreements and contracts, grant reporting, monitoring/audit responses and other grant-related activities, including grant renewals.
  • Monitor match and leverage for each grant by maintaining MOUs or other documentations, collecting monthly reports from sub-recipients and other entities, and providing needed information for accounting purposes.
  • Verify and approve monthly reimbursement requests including allowable expenses, source documentation, match obligations and budget amendment requests.
  • Coordinate training and technical assistance for projects.
  • Ensure program standards reflect current HUD rules and guidance, ensuring agencies have implemented WIBOSCOC standards and policies.
  • Assist the Monitoring and Compliance Coordinator with additional monitoring (onsite and desk) associated with state and federal funds.
  • Provide end of grant reporting to State and Federal Funders.
  • Administer a Homeless Management Information System (HMIS) for services provided.
  • Prepare required manuals, policies and procedures and all other program documentation accurately and on time.
  • Attend and lead community meetings including, but not limited to, the local Washington County Continuum of Care (WCCOC) coalition and the Wisconsin Balance of State Continuum of Care (WIBOSCOC) coalition meetings as a represented, nominated Board of Director for the FPWC agency.
  • Assist in training homeless program staff, including case managers, leads and shelter assistants.
  • Carry out objectives set by management.
  • Assist case management staff, if necessary, as it relates to program policies and procedures.
  • Attend case management, management and other staff meetings and convey pertinent information to staff.
  • Ensure quality assurance of program delivery.
  • Ensure that company policies are always followed by employees.
  • Serve on committees and provide training as assigned.
  • Participate in the organization’s fundraising events as a volunteer.
  • Summarize and communicate complex information to a varied audience, including, but not limited to giving presentations to community partners and supporters as needed.
  • Represent the organization with positivity on the job, amongst staff and supporters and while volunteering.
  • Other duties as assigned.

JOB REQUIREMENTS AND QUALIFICATIONS:

Education and Training:

  • Bachelor’s Degree in Human Services, Social Work, or another relevant field is preferred.
  • Position must keep current on information pertaining to program participant/family needs through seminars, training, media, text, and research.

Experience:

  • Two years of supervisory experience in social services preferred.
  • HUD funded grant programs experience preferred.
  • Grant funding policies and procedures and applicable state and federal regulations working knowledge preferred.

Knowledge, Skills, and Abilities:

  • Ability to read, speak and write clearly in English.
  • General computer skills required, including Microsoft applications, including Excel.
  • Must possess a high degree of knowledge regarding company policy and procedures and company programs.
  • Ability to exercise good judgment and discretion in establishing work schedule.
  • Must establish and maintain productive and professional relationships with clients, colleagues, the school district, and other community agencies.
  • Must maintain client confidentiality.
  • Ability to prioritize and make appropriate decisions.
  • Ability to work independently and effectively manage time.
  • Must possess strong oral and written communication, organizational, planning and coordination skills.
  • Ability to provide culturally, ethnically and gender sensitive services.
  • Ability to follow directions and implement recommendations.
  • Possess creativity in identifying problems and solutions.
  • Ability to self-motivate and remain on task.
  • Knowledge and compliance with personnel policies and procedures.
  • Ability to operate a motor vehicle safely and obey all traffic laws. Must have reliable transportation daily, a valid driver’s license and automobile insurance.

Work Environment:

This position operates in a professional office environment.

Physical Requirements:

While performing the duties of this position, the employee is required to talk and hear; regularly required to sit, stand, walk, use hands and fingers, and reach within arm’s length; lift and move objects weighing up to 50 pounds; possess visual acuity; and drive throughout the day.

Travel:

Occasional local travel is expected for this position.

Hours of Work:

The hours of work for this position are typically Monday through Friday, 8 a.m. to 5 p.m. However, evening and weekend hours outside of this time frame may be required based on the needs of the program, including, but not limited to, times where there are uncovered shifts by other staff. Position will participate in an on-call rotation.
