BACKGROUND

The Hmong Wisconsin Chamber of Commerce (HWCC) is a statewide, Community Development Financial Institution (CDFI) whose mission is to provide financial resources and technical assistance to business and community development activities that improve economic opportunities in low to moderate income and underserved communities. The primary focus is to provide economic development assistance in business planning, market analysis, marketing strategies, effective day-to-day business operations as well as financing. HWCC also acts as an advocate for underserved communities in Wisconsin regarding business and economic issues.

POSITION DESCRIPTION

The Program Manager is motivated and experienced to lead our initiatives supporting small businesses and entrepreneurs. This role will work with the Director of Operations and the Business Development Team to develop and implement a robust plan for business development, training, and technical assistance. This role will also be responsible for monitoring and assessing programs services for quality and impact. This role will work primarily in the greater Milwaukee area but may be required to travel to neighboring communities as well as occasionally to other regions in Wisconsin to visit existing and potential businesses and for special events and programs as necessary throughout the year.

KEY RESPONSIBILITIES

  • Develop, implement, and manage programs and events designed to support small business growth and entrepreneurship within the community.
  • Work closely with Business Development Team to collaborate with local businesses, government agencies, educational institutions, and other stakeholders to maximize program impacts.
  • Conduct market research and analyze data to identify community needs and opportunities for new programs or enhancements to existing ones.
  • Assist with securing funding for programs through grant writing and partnerships with sponsors and community organizations.
  • Represent HWCC at local and regional events, promoting the interests and successes of small businesses and entrepreneurs.
  • Assist the Business Development Team in mentorship and guidance to startups and small business owners, connecting them with resources such as training, networking opportunities, and financial assistance.
  • Evaluate program effectiveness and make data-driven recommendations for future initiatives.

APPLICANT CRITERIA

Required:

  • Must possess a valid state driver’s license and have access to a personal vehicle
  • Bachelor’s degree in Business Administration, Economics, or a related field.
  • At least 3-5 years of experience in program management, preferably within a nonprofit, governmental, or business-focused organization.
  • Strong understanding of the challenges and needs specific to small businesses and startups.
  • Proven ability to manage multiple projects simultaneously with high attention to detail.
  • Excellent communication and interpersonal skills, capable of building and maintaining relationships with a diverse range of stakeholders.
  • Strong analytical and problem-solving skills.
  • Ability to work independently as well as part of a team in a fast-paced environment.
  • Willingness to work flexible hours, including evenings and weekends.

COMPENSATION

Commensurate with experience. Medical, Dental, Vision, Life & Disability coverage available. Retirement plan (some employer contribution & matching) and paid time off.
