OVC Housing Case Manager

Job Purpose and Reporting Structure:

Under the direction of the Director of Supported Housing, the OVC Housing Case Manager provides assistance to young adults aged 18-25 who have experienced sex trafficking by providing individual housing assistance, basic needs resources, case management services, and access to specialized resources provided by various internal and external collaborative partners.

Essential Duties and Responsibilities:

  1. Assess housing barriers for survivors of sex trafficking who are experiencing homelessness to determine housing and service needs.
  2. Work cooperatively and effectively with Pathfinders’ New Paths sex trafficking advocate team, Drop-In Center team and Street Beat youth street outreach specialists in order to coordinate services and maximize youth access to necessary resources and assistance.
  3. Provide intensive and ongoing case management services geared toward helping youth survivors of sex trafficking to exit the streets into safe and secure transitional housing. Identify survivor strengths and barriers to stability, and linking participants to resources and services.
  4. Assist survivors in the development of a strength-based, solution-focused individualized goal and action plan that promotes stable housing and self-sufficiency; develop an effective, timely referral network with victim service agencies in order to ensure ongoing direction and support as needed.
  5. Conduct regular home visits to ensure stability and further progress towards self-sufficiency.
  6. Serve as an ongoing liaison between participants and housing service providers, including the Pathfinders housing specialists.
  7. Provide emotional support (and at times, physical support) to clients moving in to and out of apartments.
  8. Increase survivors’ access to specialized resources available through the Pathfinders New Paths advocates, Drop-In Center staff, and victim services providers within the Greater Milwaukee area.
  9. Work effectively with the program’s collaborative partners to ensure successful service access.
  10. Participate in regular consultation with the Pathfinders’ New Paths sex trafficking program staff.
  11. Maintain client records and complete necessary reports of activities, inputs, outputs, and outcomes.
  12. Participate in all program and agency meetings, trainings, and development opportunities.
  13. Attend specialized sex trafficking trainings including Pathfinders workshops on supporting survivors, local advocacy trainings, and regional sex trafficking conferences
  14. Other duties may be assigned

Qualification Requirements:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Education and/or Experience:

Education generally equivalent to a Bachelor’s degree in a human services field is preferred. All candidates must possess knowledge of issues related to sex trafficking and understand Housing First as a best practice housing model.

Language Skills:

All candidates must be able to read, analyze, and interpret professional journals, technical procedures, and governmental regulations. They must also be able to write reports and business correspondence while working within budgetary expectations. Candidates must possess the ability to effectively present information and respond to questions from groups of managers, clients, customers, professionals, and the general public.

Mathematical Skills:

All candidates must have the ability to perform basic high school mathematical operations, which includes handling money and operating general finance activities. Basic knowledge of office software, including word-processing, database systems, and spreadsheet programs, is also required.

Reasoning Ability:

Candidates must have the ability to apply common sense in order to carry out supervisory direction and instruction that comes in both written and oral form. The ability to problem solve in situations involving several abstract and concrete variables is also necessary.

Certificates, Licenses, Registrations:

Candidates must have a valid Wisconsin driver’s license and proof of automobile insurance coverage with the ability to travel as necessary. First aid certification is recommended but can be obtained after hire.

Technology Skills:

Proficiency in Microsoft Word, Excel, and Outlook computer programs is required. The ability to use office equipment such as a computer, fax machine, telephone, and copier are also needed.

Other Skills and Abilities:

Candidates must have experience working with a diverse population of adolescents and young adults. They must possess excellent communication, interpersonal, and conflict resolution skills and must be able to work, both independently, and as part of a team. They must also have the ability to maintain client records/files and generate reports for use by others as requested by a supervisor. Due to the nature of the work, candidates must be able to work in a changing environment where there is frequent exposure to stressful situations. There must be a willingness to work a flexible schedule of morning, afternoon, and evening hours as needed. Candidates must be organized and reliable and must be able to maintain privileged client information, while working effectively within nontraditional settings. A desire to work with a diverse population of adolescents and young adults, including LGBT youth, is needed.
