Bridge Housing Program

Every employee is given the Personnel Policies which define the uniform expectations of employed personnel at Project RETURN.  The following are responsibilities specific to your job.  Each employee will have two personnel reviews a year before the Board’s Personnel Committee. 

RESPONSIBILITIES OF THE SAFETY MONITORS

OCTOBER 2025

General Summary

Project RETURN (Returning Ex-incarcerated People To Urban Realities ​and Neighborhoods) exists to help individuals who have experienced incarceration make a positive, permanent return to community, family, and friends. We are seeking a Safety Monitor to oversee Project RETURN’s new residential units at the Historic Tenth Street Residence. Our 12-unit housing program is for adult men who are returning from incarceration, with the ultimate goal of helping participants transition to permanent housing within 3-6 months. The Safety Monitor supports the well-being and stability of residents in a bridge housing environment by maintaining a secure, trauma-informed atmosphere rooted in dignity and respect. This role involves conducting regular walkthroughs of shared spaces, monitoring adherence to community agreements, and responding to safety concerns with calm, compassionate professionalism. The Safety Monitor serves as a consistent and approachable presence, helping to de-escalate conflicts, reinforce boundaries, and uphold program values. Ideal candidates are grounded in ethical communication, attentive to detail, and committed to fostering a supportive space where residents can focus on healing, growth, and reintegration. Our ideal applicant would have lived through homelessness after incarceration and/or experience in providing direct care or support to individuals who have been justice-impacted or those with mental health or substance abuse issues.

Position Days/Times:

Tuesday through Saturday – 6:30 pm to 1:30 am (35 hrs. per week)

Pay: Salary Range: $24,000 -28,000.  Provision of a required 1-bedroom apartment on the 3rd floor: $13,800.  (Apartment includes: all utilities, and access to the 3rd floor community room and workout room)

Principle Responsibilities

  • Facility Monitoring
    • Conduct regular walkthroughs of all common areas, entry points & resident apartments, with inspections being performed at random unless otherwise directed by the Housing Director. Ensuring the exterior entrances and parking lot are clear and safe.
    • Monitor security systems and report any irregularities or safety concerns.
    • Ensure doors, windows, and exits are secure throughout the night.
  • Resident Support
    • Respond to residents’ needs, conflicts, or emergencies with empathy and de-escalation techniques.
    • Become familiar with all residents and what units they occupy
    • Document overnight incidents, observations, and resident interactions in a clear, objective manner.
    • Maintain confidentiality and uphold trauma-informed boundaries.
  • Policy Enforcement
    • Uphold program rules and safety protocols consistently and respectfully.
    • Address violations using restorative and trauma-informed approaches.   Reporting all issues appropriately and in a timely fashion.
    • Collaborate with daytime staff to ensure continuity of care and communication.
  • Emergency Response
    • Follow established protocols for medical, behavioral, or safety emergencies.
    • Contact appropriate staff or emergency services when needed.
    • Complete incident reports promptly and thoroughly.
  • Facility Maintenance
    • Ensure cleanliness and order in shared spaces during overnight hours.  (hold residents accountable for completing their daily chores in a timely fashion)
    • Report maintenance needs or hazards to appropriate staff.
    • Regular inspections of resident apartments not occupied for cleanliness & all tangible living needs accounted for before new move-ins

Qualifications

  • High school diploma or equivalent required; relevant experience preferred.
  • Security or Safety Training
  • Ability to monitor multiple security cameras simultaneously
  • Prior experience in residential, shelter, or community support settings strongly valued.
  • Familiarity with trauma-informed care, de-escalation techniques, and ethical boundaries.
  • Ability to remain alert, calm, and responsive throughout overnight shifts.
  • Strong communication and documentation skills.
  • Commitment to equity, dignity, and safety for all residents.
  • Computer literate, with the ability to update reports and activities regularly.

Additional Notes

  • This role requires sustained attention and emotional resilience.
  • Training in CPR, First Aid, and crisis intervention is preferred (or will be provided).
  • The Safety Monitor is a key part of our support system, ensuring residents feel safe, seen, and respected—even in the quiet hours.
  • Understanding of the fact that we are in a “growth” period and changes will be made to policy/procedures regularly.
